By-Law Officers

 

These opportunities within our Parking and Bylaw Services Division involve a variety of investigation and enforcement activities – from reviewing, investigating and resolving inquiries and complaints, to preparing, collecting and giving evidence in court and/or in licence and property standards committee meetings. This will require maintaining paper and computerized records, operating equipment such as a two-way radio, cell phone, computer, digital camera and basic construction measuring tools and accessories, and driving a vehicle.

 

Special Enforcement (1 permanent full-time position; 2 temporary full-time positions of approx. 18 months)

Working shifts, including days, afternoons and weekends, you will investigate and enforce special enforcement by-laws, such as noise, vital services, residential heat, after-hours parking violations, taxi licences, specialized business establishments, and special events, in addition to licensing and permits, property standards and zoning, and environmental by-laws. Along with having completed the Ontario Property Standards Association of Ontario Basic Course (Level I), you can complete the Intermediate Course(Level II) within 1 year of employment, and complete the Advanced Course (Level III) as well as become certified within 2 years in the position. Completion of the Weed Inspection course within 1 year is also required. Successful completion of the Municipal Law Enforcement Officers’ Association’s Basic and Court Preparation courses would be an asset. Competition number 5595.

 

● Property Standards (2 temporary full-time positions of approx. 6 months)

Use your expertise to investigate and enforce property standards and zoning related by-laws, and property standards infractions under the Ontario Building Code. As a result, you must have completed the Ontario Property Standards Association of Ontario Basic Course (Level I) or be able to complete it within 1 year of hire, along with completing the Intermediate Course (Level II)  within 2 years in the position and being able to complete the Advanced Course (Level III) and become certified within 3 years. Knowledge of the Ontario Building Code is an asset, as is successful completion of the Municipal Law Enforcement Officer’ Association’s Basic and Court Preparation courses. Competition number 5594.

 

● Licensing & Permits (1 temporary full-time position of approximately 6 months)

In this key role, working shifts, including days, afternoons and weekends, you will investigate and enforce licensing and permits and zoning-related by-laws such as business establishment licensing, residential care facilities, lottery licensing, taxi licences, sign permits and the signs by-law. You have completed the Ontario Property Standards Association of Ontario Basic Course (Level I), or are able to complete the course within one year in the position. Successful completion of the Municipal Law Enforcement Officers’ Association’s Basic and Court Preparation courses would be an asset. Competition number 5596.

 

All of the above positions call for law enforcement experience or completion of relevant education such as Law and Security Administration or Police Foundations.

The ability to interpret and apply legislation, communicate effectively with staff, the public and other individuals, conduct investigations/inspections, and prepare written reports and other documents is essential. You hold a valid driver’s licence, and have a working knowledge of computer applications such as MS Outlook and Word. Experience using database management software such as HANSEN or AMANDA would be an asset. You must be prepared to wear a uniform, and work in a variety of conditions, including inclement weather, dust and dirt.  Salary Range:  Hourly Rates: $25.70 - $28.56 (up to 24 hrs per week) (shift work required)

 

Reporting to the Supervisor of Parking By-Law Enforcement, enforce and administer parking and business licensing regulations and by-laws. Duties include enforcing Municipal Traffic By-Laws by patrolling, observing, investigating and responding to parking violations; responding to inquiries and complaints; undertaking special enforcement programs; educating complainants and violators of relevant by-laws; completing tickets for parking violations and canceling them when deemed appropriate; investigating and enforcing fraudulent use of disabled permits; resolving conflicts with parking or licensing violators; enforcing taxicab regulations including attending and conducting inspections; enforcing Licensing By-Law including conducting spot checks on vendors and other peddlers, completing certificates or summons, preparing report to proceed under Part 3 summons if charge is warranted; enforcing skateboard and bicycle regulations; collecting and preserving evidence for court; effectively presenting evidence in court; and performing general clerical duties, as required.

 

Applicants will possess post secondary education in Law & Security, Police Foundations, Public Relations or related field, plus one (1) year of relevant investigative/enforcement experience, or have the equivalent combination of education and relevant experience.

 

Applicants have excellent interpersonal skills with the ability to establish and maintain good working relationships and excellent customer service experience and good communication skills, both oral and written, to deal effectively with the public, staff and other agencies.  You have established PC skills and experience using relevant software applications (MS Office Suite), the ability to work with cash and figures, and possession and maintenance of a valid, unrestricted Ontario Driver’s Licence, minimum Class “G”.  Candidates are physically fit with ability to walk and climb for extended periods of time, can work outdoors in all weather conditions, and are able to work shifts on a 7-day rotation. MLEO Certification, Completion of By-law Enforcement Training course, Municipal By-law Enforcement training, and Conflict Resolutions Skills training are definite assets. Familiarity with and ability to interpret various Federal, Provincial Acts and Municipal policies, procedures and standards is necessary.

This position will be well suited for an energetic and dynamic individual who can contribute to the efficiency and effectiveness of the Protective Services team in the areas of By-Law Enforcement and Property Standards.  Reporting to the General Manager of Protective Services you will be responsible for providing overall direction, resources, support, coaching and strategic input to the By-Law Enforcement and Property Standards division. You will provide senior level leadership and management support on issues which are diverse in scope.

 

ACCOUNTABILITIES

·          Provide strategic direction, resources, support, coaching, and operational direction for  By-Law Enforcement and Property Standards

·          Provide advice and interpretation regarding the regulatory by-laws and property standards enforced within the City of Waterloo

·          Co-ordinate the enforcement practices of Municipal By-Law Enforcement officers

·          Create new by-laws where required in addition to updating current by-laws

·          Liaise within the community on by-law exemptions for special events, university needs with respect to the impact of the student population on Waterloo neighborhoods, business interests for sign variances and residential requirements for various exemptions in property standards areas

·          Liaise closely with Waterloo Regional Police on a regular basis to co-ordinate activities and coverage

·          Work closely with the City’s Community Relations Manager to enhance public safety and quality of life

·          Develop divisional business plans, staffing models and budgets

·          Conduct regular reviews of divisional performance relative to customer satisfaction, complaint resolution, community partnerships, budget performance, divisional performance metrics and long term planning

·          Member of Protective Services management team

·          Participate as a member of the Operational Leadership Team

·          Participate in Corporate committees and projects as required

 

MINIMUM QUALIFICATIONS

·          Post secondary education in Law and Security, public administration, business or related field or equivalent experience

·          Certified Municipal Law Enforcement or Property Standards officer preferred

·          Strong knowledge of the Municipal Act and applicable legislation

·          Minimum 5 years experience in a leadership role managing people

The City of St. Catharines, with a population of 132, 000 is located in the heart of the Niagara Region.  Our Transportation and Environmental Services Department is currently seeking applications for the position of By-Law Enforcement Officer.

 

Duties and Responsibilities: Inspect properties, vehicles and buildings to ensure that their use is in conformance with designated bylaws (i.e.  waste, zoning, signs, building by-law and property standards),  collect evidence (including photographs), document information throughout the investigation and obtain and execute search warrants as required ▪ Investigate actual or potential violations of designated bylaws (i.e. waste, zoning, signs, building by-law, and property standards) to proactively enforce by-law requirements ▪ Advise violators verbally and in writing of corrective action necessary for compliance ▪ Take appropriate action based on investigative results and policies and procedures including issuing letters, notices, orders, tickets and summonses ▪ Prepare reports on all investigations of by-law contravention, research and prepare prosecution briefs necessary to proceed with court action ▪ Prepare and issue necessary orders pursuant to the Ontario Building Code Act ▪ Manually and electronically record the facts of all investigations in sufficient detail to support prosecution and attend Provincial Offences Court to give evidence under oath based on investigations of by-law contraventions ▪ Prepare notes and attend to give evidence at Property Standards Hearings ▪ Contact and/or liaise with other regulatory agencies or bodies such as the Ministry of Environment or Niagara Escarpment Commission and/or other departments to effect a resolution, to report issues outside the City’s jurisdiction and/or to clarify enforcement related policy/procedure ▪ Other related duties as requested.

Reporting to the Supervisor of the Municipal Law Enforcement Department, the Municipal Law Enforcement Officer I will be responsible for administering and enforcing municipal regulatory by-laws including Zoning, Property Standards and all egulatory and licensing by-laws, along with the applicable Regional by-laws.    The Municipal Law Enforcement Officer I works closely with other municipal departments, the police and various provincial agencies.

POSITION:

PARKING ENFORCEMENT OFFICER

POSITION DUTIES:     

Reporting to the Manager, Community Council Liaison/Parking Enforcement, this position will enforce non-moving Parking by-laws; investigate violations relating, to the on-road, private property, fire route, large/heavy vehicles and accessible parking by-laws.  Act as a dispatcher for the Parking Control and by-law Enforcement areas using switchboard and two-way radio equipment, receive complaints and responds to general inquiries from the public and records all calls received on a log sheet. Issue orders to comply under the By-law for Property Owner to bring signage on property up to code for fire routes or handicap signs, investigate and record Large Motor Vehicles on private property as detailed by Property Standards and Zoning Officers.  Prepare investigation records for submission in court, and testifies on behalf of the City when necessary, issue summonses using hand held computer or manual tickets as required and placing Summons on vehicle, patrols Tow Away Zones in downtown Brampton from 4:00 p.m. to 6:00 p.m. daily to ensure that roadways are kept clear of parked vehicles. Maintains City vehicle, liase with other City departments public and outside agencies on an on going basis to respond to complaints received, research reports, etc, assist in developing new policies and procedures for the section and attend Monthly Section meetings.

 

MINIMUM QUALIFICATIONS:   

·         Grade 12 plus an additional program of up to one year in a law & security or enforcement program or equivalent;

·         Over two months and up to 6 months of related experience;

·         Ability to operate a vehicle, class G licence and clear driving record;

·         Ability to obtain a COB permit.

You have excellent interpersonal skills; ability to communicate courteously, effectively and with tact, both orally and in writing; good organizational skills, ability to work on own initiative; established PC skills and experience using relevant software applications.  Certification as Certified Municipal Law Enforcement Officer (MLEOC) and Certified Property Standards Officer (CPSO) is preferred.  You are physically fit with the ability to climb, walk and ride a bicycle over rough ground and are able to work outdoors in all weather conditions.  Possession and maintenance of a valid, unrestricted Ontario Driver’s Licence, minimum Class “G”, and be able to pass the Corporation’s tests for motor vehicle operation is required. Incumbents are encouraged to obtain a class “M” licence.  Shift work is required.

The City of St. Catharines, with a population of 132, 000 is located in the heart of the Niagara Region. Currently our Transportation and Environmental Services Department is seeking applications for the position of PROPERTY STANDARDS INSPECTOR.

 

Duties and Responsibilities:  Investigate assigned complaints concerning alleged infractions of the Property Standards By-law, and conduct continued programmed inspections of properties and make determinations of infractions ▪ In cases of by-law violations, prepare the orders that are issued by the Property Standards Officer and follow up with inspections in an attempt to obtain compliance   ▪ Inspect and report on repairs to properties under orders of the Property Standards Officer including court preparation and attendance ▪ Make inspections, prepare reports and estimates, and provide technical guidance to user groups, City departments, and agencies for assisted programs of property maintenance and rehabilitation ▪ Obtain necessary specialized assistance in making determinations and ensure coordination with other departments and agencies ▪ Assist in the standard building inspection functions and back up the By-law Enforcement Officer in his absence, as required  ▪ Conduct hearings on behalf of the Property Standards Officer from time to time  ▪ Act as the Property Standards Officer with respect to Property Standards matters in the absence of the Property Standards Officer, or when so appointed   ▪ Perform other similar and related duties, as required.

 

Qualifications:  College diploma in civil or construction technology or certification in one of the building trades, or have equivalent education and/or experience  ▪ Three years experience in building construction along with the ability to prepare cost estimates  ▪ Ability to deal with the public in the role of a conciliator and by-law enforcement officer  ▪ Working knowledge of the Maintenance and Occupancy Standards By-law and the Ontario Building Code and the Building Regulations   ▪ Good oral and written communication skills   ▪ Knowledge of Microsoft Office Suite ▪ Valid driver=s licence and use of an automobile for Corporation business  ▪ Willingness to take courses to become qualified in the Ontario Building Code.

The Town of Wasaga Beach is now accepting resumes for Full-Time and Part-Time positions as Assistant Municipal Law Enforcement Officers for the summer months.

 

The Full-Time positions major duties are as follows: Receive and resolve complaints regarding the following By-Laws; Noise, Fire, Littering, Business Licencing, Parking Control, and Property Standards, etc.  This person must maintain a daily notebook and file detailed reports on each occurrence and issue Provincial Offence Notices and Parking Infraction Notices in accordance with the Provincial Offences Act and use tact and diplomacy at all times.

 

The Part-Time position is for weekend day shifts for parking enforcement and may involve some Full-Time responsibilities described above.

 

The successful Full-Time applicants will generally receive days off through the week and be required to work MOST WEEKENDS during the summer.  The salaries for these positions are currently under review and the successful incumbents will be required to work 40 hours (Full-time) and 24 hours (Part-Time) per week with the possibility of overtime. The Municipality will supply appropriate uniforms to the successful applicants; however appropriate black footwear will be the responsibility of each individual. 

 

Qualifications:       - Previous enforcement experience would be an asset

- Must have good public relations & communication skills

MUNICIPAL LAW ENFORCEMENT OFFICER I

 

Reporting to the Supervisor of the Municipal Law Enforcement Department, the Municipal Law Enforcement Officer I will be responsible for administering and enforcing municipal regulatory by-laws including Zoning, Property Standards and all regulatory and licensing by-laws, along with the applicable Regional by-laws.    The Municipal Law Enforcement Officer I works closely with other municipal departments, the police and various provincial agencies. 

 

Job responsibilities will include:

-          receive, investigate and document all public inquires and complaints;

-          regular enforcement of the Township’s Traffic Control By-law;

-          attend court and provide substantiating evidence, when required, in regard to charges laid under the Township’s By-laws;

-          maintain confidentiality of all actions, records and discussions undertaken during the course of duties associated with the performance of Municipal Law Enforcement; 

 

Applicants should possess a post secondary diploma in Law and Security Administration or Police Foundations and requires a minimum 3 years experience in by-law enforcement. Certification through the Municipal Law Enforcement Officers Association and the Ontario Association of Property Standards Officers is preferred. Strong interpersonal skills, basic computer software literacy and excellent written and verbal communication skills are required. 

 

You must be available for some weekend and evening shifts as well as some Statutory Holidays.  A valid Class G Ontario Drivers Licence is required.  Use of your personal vehicle to use in the performance of duties may be required on occasion.
